[PB] XFRM: Reply to Download 1.0.0

This plugin allows you to prevent users from downloading XFRM resources until they leave a message (visible, that is, moderated and not deleted in a "soft" way) in the topic of the resource discussion.
Bypass permission can be set for groups in specific categories of resources.

The restriction does not apply if:

• The user is a guest and has the permission to download the resource
• The user is the author of the uploaded version of the resource
• The user has the permission to bypass this restriction
• If the resource does not have a discussion topic

Compatible with XenForo Resource Manager 2.1.2 and above.
