Admin submitted a new resource:

[AddonsLab] Conversation Permissions [source 3602] - Allows admins to put minimum number of posts required to start a conversation or reply in one

The add-on adds two new usergroup permission:

1. Create Conversation/DM: Min Post Count - the number of posts needed for users to send a new DM
2. Reply to Conversation/DM: Min Post Count - the number of posts needed for users to reply to an existing DM
3. View Conversation/DM: Min Post Count - the number of posts needed for users to view a DM
4. Conversation/DM Count Quota - total number of active DMs a user can have in their inbox.
5. Can contact admin or moderator - if enabled...
