SQL:
UPDATE xf_user SET username = LOWER(username);

Or use this command if you only want to uppercase the first character of the username
SQL:
SET username = CONCAT(UPPER(SUBSTRING(username, 1, 1)), LOWER(SUBSTRING(username, 2)));
