[LV] Question Threads: Notify - Adds a warning above the editor in topics with questions

• The plugin adds a warning in topics with questions, which reminds you that if someone’s answer turned out to be useful, then it should be highlighted as the correct solution, and if there is already a solution, it will recommend removing it if it is irrelevant/incorrect.
• Suggestions for improvement are always welcome in the plugin theme
